Soak the beans for 20–30 minutes. Rub between your hands to loosen the skins, then rinse several times to remove them.
Blend the peeled beans with the pepper, onion, scotch bonnet and enough of the measured water to form a smooth batter.
Stir in the oil, remaining water and salt. The batter should pour thickly rather than hold its shape.
Lightly oil six heatproof ramekins and divide the batter between them, leaving space at the top. Cover each with foil.
Set the bowls on a rack in a covered pot with gently boiling water below them. Steam for 40–50 minutes, topping up with hot water when needed.
Check that the centre is set and a skewer comes out clean. Rest for 5 minutes before lifting out of the bowls.
Use heatproof bowls and keep them above the water. Never let the steaming pot boil dry.
